BCII envisions ASEAN Security Community to strengthen regional capabilities to counter terrorism:

• Existing institutions have to work out ways of dealing with such issues
• Operational support may not be as expected due to varying degree of problems nations face

Case Study: Bali Bombing 2002

• Occured in 12 Oct in Tourist district Kuta of Indonesian island of Bali
• Killed 202 people, injured 200+
• Bombs were denoted near popular nightclubs & US. consulate in Denpasar
• The culprit: Jemaah Islamiyah, a violent Islamist group
• Prevalence of terrorist threat undermines ASEAN Security Community
